Challenge of a zero-emissions society
We have discussed corporate efforts in environmental protection mainly within the electrical and electronics sectors. However, companies in other areas are also actively working on various environmental measures: energy-saving activities, conservation of resources, and waste reduction. More and more companies are releasing reports on their environment-related activities and working to obtain ISO14001 certification for environmental management.
Further, new projects are already underway to create integrated "zero emissions "6 production systems-for example, the "Eco-Town Business " initiative of the Ministry of Economy, Trade and Industry and the "Zero-Emissions Industrial Parks " project of the Ministry of the Environment. In these projects, different industries work together to bring waste as close to zero as possible-for example, Industry A may use waste from Industry B as a raw material or energy source. Industries and consumers are thus linked in a system of resource recycling incorporating innovative mechanisms of production and consumption.
In conjunction with green procurement and product recycling, the formation of these zero-emissions systems in the near future will be the key to establishing a true recycling-based society.

Zero-emissions
A zero-emissions policy was proposed for the first time in 1994 by the United Nations University. This concept is based on the notion of a recycling-based society in which resource consumption and waste are minimized, so that the load on the global environment will be as close to zero as possible. Central governments, local municipalities, and various companies have now been working to implement this concept in a number of recent projects.
